Is this CPU exactly the same as the normal Athalon XP's ( jsut running at lower Volts) - IE its it the same performance

yes, will perform the same as a normal x2 with the same clock speed and cache. The slight price premium is for picking a core which will do so at a lower voltage therby consuming less power.
