ATI 4850 IceQ sluggish at 99% memory use

I bought my son a HIS ATI Radeon HD 4850 IceQ 4 Turbo 512MB graphics card for Christmas from Overclockers.
Installed graphics card and associated software.
Played Crisis game.
Impressed with performance. On the third day, graphics suddenly became sluggish. Not even playing movies properly CATALYST Control indicates 99% Graphics card memory usage.
Have completely uninstalled all software, performed system clean with cclean and tuneup and reg cleaner.
Performed usual checks with anti malware, spychecker, avasti antivirus.
Removed board. Started up, ran PC with onboard graphics. Switched off, reinstalled card and installed software according to instructions. Still the software indicates 99% use.

Would you please advise us what we may do to resolve this problem.

The activity now reads O
The only application running at the time that the control was showing 99% using, was MSWord. - Apart from when my son tried to run a movie, using Media Player Classic and VLC - but the pic was just too jerky to be viewable. Otherwise, just normal desktop.
I really do appreciate the time that you are giving to help. Sorry I appear such a numbskull.

I would check the CPU usage first to make sure you haven't got something else eating up processor time. Right click the task bar, select task manager and click on the performance tab. That's how it is on XP but should be similar on Vista.
 
Ah so GPU activity NOT memory usage ;)

What's causing it? Hmm well something is using the GPU, when it's running a 99% usage, press ctrl, alt and del, naviage to the task manager post post what is there in the processes tab. That way I can see what is running and what may be using the GPU.
 
When you say the graphics suddenly became sluggish, could your son have been messing around in the graphics menu?

EDIT: Sorry just read it effects other things too ignore me. :p
 
When you installed the drivers did you untick the Folding@Home box?

Doesn't that only include the link? I still think that Stanford is keeping the client at their site, they have been preventing it from being redistributed for a long time. Anyway Folding@Home is not a problem while watching movies on AMD cards.
 
If thats the case then ignore my post. I wasn't 100% sure whether it installed the program or just a link so now I know :)

Ctrl alt del - task manager showed approx 38/40 % cpu usage.
No apps were opened at this time.
Do I need to post all details of task manager (5 screen prints of tm required to display all activity)

Just a thought read something close a while ago, i asume your using new driver from the website? if so take them out and install the outdated ones on the CD that came with card and see if the problem goes :D

go to the task manager again then tick the show processes from all users. then look for the program thats using 38/40% of your cpu then close it

just noticed that the fan speed on that is 0% unless my eyes are playing tricks, can you confirm that the fan is spinning inside the comp? maybe worth dl'ing ATi tray tools and setting a higher fan speed.

maybe he don't have the stock fan on the card... because the temp would be 90+c wouldn't the fan spining
