ATI 4850 IceQ sluggish at 99% memory use

I bought my son a HIS ATI Radeon HD 4850 IceQ 4 Turbo 512MB graphics card for Christmas from Overclockers.
Installed graphics card and associated software.
Played Crisis game.
Impressed with performance. On the third day, graphics suddenly became sluggish. Not even playing movies properly CATALYST Control indicates 99% Graphics card memory usage.
Have completely uninstalled all software, performed system clean with cclean and tuneup and reg cleaner.
Performed usual checks with anti malware, spychecker, avasti antivirus.
Removed board. Started up, ran PC with onboard graphics. Switched off, reinstalled card and installed software according to instructions. Still the software indicates 99% use.

Would you please advise us what we may do to resolve this problem.

It is 99% GPU memory usage to which I refer. Temp is fine at around 45.

The activity now reads O
The only application running at the time that the control was showing 99% using, was MSWord. - Apart from when my son tried to run a movie, using Media Player Classic and VLC - but the pic was just too jerky to be viewable. Otherwise, just normal desktop.
I really do appreciate the time that you are giving to help. Sorry I appear such a numbskull.

Thanks all for your replies. The problem still exists. My son switched on computer and it was very slow in performance Opened ccc and indicated 99% activity
Ctrl alt del - task manager showed approx 38/40 % cpu usage.
No apps were opened at this time.
Do I need to post all details of task manager (5 screen prints of tm required to display all activity)

Installed CDROM driver. (8.6)
Removed FRAP
Removed CCC
Installed ATI tray tools

No change.

We discovered that when PC went into sleep mode…then came out of this and resumed normal use - the PC operated normally.
- so whatever happens when PC goes in and out of sleep mode, appears to resolve this issue.
Reinstalled the ccc (8.6) to check the activity and it confirmed the above findings.
99% activity following start up - then after going in and out of sleep mode - all was OK
It still displays 99% activity, but performance appears to be OK.
THEN
Played a game which indicated that it needed updated drivers
So – updated drivers to version 8.11 restarted and the PC operated normally.
Then following a cold reboot - the 99%activity resumed as shown on the ccc.. Requiring the sleep mode to resolve the problem.

Can anyone offer an explanation to what is going on!
