on my stock ati 9800, is there any way of reducing the fan speed via software?

Been a very long time since I've looked but ATItools might do it, I can't quite remember but it is worth a look anyway.

have you tried ati tray tools ? Slightly different, might as well give it a shot.

try Rivatuner there is a fan speed controller in it

replace the cooler on that card, those cards run hot as it is and loads of them are being reported as failing. stick a zalman 700 on it and it run cooler and quieter.
