ATi Overscan mode + tvout

Hiya

I got a composite cable coming from my pc to the tv but i have these two black strips at top and bottom. I got a 32" widescreen and i got the resolution set to match that.

When i enable overscan in the ATI CCC it gets rid of the two black strips but the image flickers every 5 seconds.

How do i fix this?
 
I don't think a non HD CRT (if thats what you got) can output anything other than 1024x768 with the graphics card drivers.
I tried adding 1024x576 which is 16:9, so I could view HD vids a bit better (upscale) but the drivers wont allow it.

A normal TV CAN view at 1280x1024 I think, just as the BBC and Amiga did.
