Ati Radeon Mobility HD 4670 problem

So I'm trying to OC my laptops GFX Card a bit, the problem is when I launch MSI Afterburner it wont let me go more than 600 Memory Clock.

But why?

Every website with information on this card states that my default should be 675/800, but instead mine is 675/500.

I did enable the Unofficial OC in config.

With that said I would also like to point out that ATI Tools for instance, wont even Auto find any values. It just scans forever and the Clock and Memory settings are greyed out, sometimes it sets it to 0.00/0.93 but yeah, I assume its not working correctly.

Also I cant seems to get the Ati Overdrive tab to appear in CCC.

Anyone able to help? And please don't ask me why I want to OC a laptop. I just do.

I didn't think laptops allowed you to overclock, because normally the cooling sucks... None of my previous laptops have allowed it.
 
Actually does, it's as far as I know not bios locked or anything. The cooling is decent on my laptop since its pretty big (17'') and has a lot of air circulation plus I'm not going for anything drastic. I have seen various post and topics via google about people pushing it to the limits without any real cooling problems. And I think my gfx card's cooler can handle a little performance boost.
