Atom Idle Temps very high

Got my zotac 9300 N330 ITX running last night, first thing i checked was cpu temps. Using the latest non beta version of core temp, i was getting idle temps of 65-68, and load temps using prime95 for a couple of minutes only of 75-76.

Surely this can't be normal? clock speed etc is normal i've not touched anything in the bios yet.
 
It's currently running with the fan supplied screwed onto the top of the heatsink. Case wise it's in an xbox case, but without the top on, so basically its completely open.

The temps seem extremely high considering the heatsink is cool to touch.

I'm not currently at the pc as i'm at work, and i only had it running for about 15 minutes, once i had windows installed, so haven't had much time to play or search again the net for answers. Was hoping i'd get a quick answer from someone on here.
 
Well i reseated the heatsink twice last night to try and get temps down. Managed to get idle down to 60 on both cores. So not much better.

Decided to go into the bios to see if it would post at 2.0 Ghz, changed the fsb to 667. Upper the voltage on the memory to 2.1 and increase the voltage on the chipset to 1.1.

Posted fine so checked temps and got one core idling at 33 and one at 49. load temps were around 40 & 58 @ 2.0GHz
