ATX 12v has 1x4 and 2x4 sockets do both need connecting?

This is a very confusing matter, you haven't really explained it very well at all, or the motherboard you are using? If by ATX 12V you mean CPU power, then you will most likely need to fill all of them, but the only boards I know of that use more than 2x4 pin CPU power are dual CPU boards.

Z97 SOC Force yes the ATX 12V, the manual does not state both are needed, neither does it deny it.

Only a 4970K
