My psu is Corsair RM1000x SHIFT Fully Modular ATX Power Supply - 80 PLUS Gold - ATX 3.0 - PCIe 5.0 (450w) can i safely connect supplied cable a" PCIe 5.0 12VHPWR (450w)" with Nvidia 5070Ti. Is there a better 12VHPWR cable I should have.

I'll be online mate, hoping to get one too. I'm running the SFX750 which should be enough power
 
Should be fine, but one does wonder why some PSUs limit their 12VHPWR connectors to just 450w

It's going to cause confusion going forward. Some 1000w PSUs only allow 450w down the 12VHPWR, but because it's 1000w consumers will expect it to be fine with 4090/5090 cards

Agreed, was there not some issue with them burning out in early iterations? Or was that due to poorly seated cabling?

Some did, some still do. But limiting it to 450w so that people can't use it isn't the answer.
If the PSU manufacture doesn't want it to be 600w they should just not put a 12VHPWR connector on their PSU and include more 8pin connectors with an adaptor instead.

This is all my opinion of course, I imagine they're probably not allowed to do that

Limit the 12 2x6 PSU connectors to 450w when the spec is 600w is bizarre

Only thing I can think of these PSUs were designed when the 4090 was the highest TDP card on the market and they thought Nvidia wouldn't be stupid enough to make cards use more than 450w
