Audicity help - making file louder

I have a file here recorded on iphone voice memo but it sounds very faint. When I open it in Audacity the waves are very shallow.

What is the best way of stretching the waves to make the noise levels louder but without lowering quality/clarity?

My guess is using the amplify tool but not sure what dB settings to use.

Try increasing the gain.

There's an adjuster on each track under the mute and solo buttons.

That helps but way too much background noise. Anything else I can use along with gain to cut out the noise?

Normalize it?

Normalise it and then apply noise removal

So I open the file, increase gain, then normalise, then export to mp3 or whatever format I need?
