I picked up some Edifier studio speakers and i feels the audio levels need adjusting a little is there controls built into windows, or should i be running some sort of a program.

OR should i be running them via an amp of some sort

Frustratingly there isn't one built in to Windows. Sometimes your sound driver may come with an equaliser, it depends on the device (for example realtek have an equaliser, but it is only enabled on some chips/ tiers). Equaliser ADO is meant to be good, although I haven't used it myself.

Do you mean an equaliser like Equaliser APO?
this is a little in-depth for me i just want a pre set click option

there so should be a simple one built into windows.
the one for my audio driver is only arable from with Microsoft store and it keep throwing up a download error

Basically i feel the low end is lacking mid and high is fine, id just like to increase base a little. when gaming it all sounds a little poo.
i got a new monitor with no built in sound so i picked up some studio speakers but right now the low end is just not there i genuinely feed the old speakers of my monitor was better, i know there not but they was better balanced

EDIT:
i used to use a sound blaster usb one years ago, that was very good but would it work with active speakers
