Here two choices:

For the E6850 you will have to wait till the 22nd of this month, since it isnt yet out. If your going for the Quad, its also a good idea to wait till the 22nd since it will be around the £180 mark.

If he went for the Quad core which has a multi of 9 i think, so run the FSB at 400 and the Memory at 800 MHZ (stock) thats a 3.2GHZ overclock. So seriously how much more speed do you want?
If hes using Vista, 4GB rated at 800MHZ (which isnt exactly slow anyway) will be much better than 2GB running 1000MHZ or so.
