Aunt wants to stop her son using MSN all the time...

My aunt is fed up with my cousin not doing enough homework and spending all his time using msn to chat to friends. Unfortunately, he does need the internet for homework and stuff, but is there a way to completely disable msn/messanger on a windows xp pc, so that he coudn't use it even if he were to download and install a new copy or something?

Alternatively, i could block the msn port on the router?? Does msn have it's own unique port that i could block on the netgear?

the netgear d834gt doesn't seem to. If i block ports 443 and 1863, msn doesn't work, but neither to https sites, which is a pain. Blocking 1863 on its own does nothing.
Not sure how to block specific ips on this router...anyone know?
