Mobile OSs are not like desktop OSs. They will automatically kill off applications in the background if required; until then, they will hold them in a "frozen" state.
If you're running Android 4.0+ you would only need this for shutting down apps and you can do that in the task switcher anyway by swiping them sideways. Lamboman is right though, for 99% of people you want to be leaving it alone. Task managers are more a thing from the 2.0 era when first generation apps used to go mental for RAM allocation.
As everyone has mentioned, it can do more harm than good on your phone. I tried it on my 512mb RAM phone and to be honest it caused more hassle and didn't make the phone feel any snappier. Rooting and flashing a different ROM/kernal did wonders on the other hand .
