Average speed cameras

Theres a set on the M56 for bridge repairs. The actual roadworks are signed REALLY badly, distance signs for the start and the length of the roadworks are all mixed up so it is unclear when the roadworks "start" there were only a few cones and signs for the roadworks, so i was slowing down and going around a bend at about 55 when i see the specs camera up ahead, cue slow right down and go really slow through the rest of them. The actual bridge was a mile away, yet the first camera was well before it :( :eek:
 
I was on the M6 yesteday going to Walsall (J15 to J12) and I noticed a lot of people doing way more than 40mph through them. Up to them I guess.

I think they have to have a transitionary period before the roadworks to allow people to adjust their speed. Although a mile seemed a bit excessive to me.

Isn't under-reading illegal? I thought speedo's were supposed to err on the side of caution and almost always over-read by a few mph, getting closer to reality the more you wear the tyres out.
