B grade AIO cooler

I am sure that it has all the mounting kit but may be missing a screw or two for the fans or even the control hub. You may be lucky and it has everything though. Along with hard drives, SSD's and NVME drives, a AIO is one of the things I would be wary about buying B-grade. It is B-grade for a reason and that could be that it's very noisy. On the other hand it could be that someone just changed their mind and returned it.

OCUK I have found from my own experience to be good.

If it is missing important parts return it or contact manufacture some are very good (I know its hassle but its risk you take)

The last few items I purchased appeared almost new with just the box open or something like manual/thermal paste missing.

I expect that these items would still be covered by manufacture warranties if you went direct that route after the OCUK period has expires.

It's personal choice if the savings big it's worth the risk if its only a few £ not really.
