B grade whats that?

so in case of that cooler there cant be any thing missing really can it be?(it got warranty so its working and it rather have to have mountings doesnt it?)
 
Hard to say whats wrong until you receive the item. You may be lucky and it be like a full retail product.
 
I've bought coolers and know others who have too. Sometimes the TIM is missing, They need cleaning, etc. But all have been in good working order.
 
I bought a graphics card from another supplier where one of the stand-offs to the heatsink was missing. It was a hell of a job to fix. I couldn't buy a replacement, so I had to break up another card for parts.
