B3 Revision not allowing speedstep

So I've only just got my B3 revision after having had a B2 for the last 4 months (I know, took my time getting it replaced).
I installed everything without any problems and thought everything was working fine. It was then that I noticed that my temps were very high compared to before the swap.
I looked more closely and noticed that my CPU wouldn't clock down from full load, running at something like 3812MHz constantly.
No problem, I'll put my OC back on and see if it works as normal again. Nope.
So I try to look into it, and see a few things around the net about power plans under control panel and Intel Speedstep in the BIOS. Everything seems to be as it is.
I have however figured out that if I change my power plan to balanced, it clocks down to 1600MHz.

So, anyone got any ideas? Spec is in sig.

That sounds like the correct behaviour you have there. If you set Windows power settings to "Performance" then your CPU should run at full speed the whole time and never clock down. It should be set to "Balanced" so you get full speed when you need it and clocked down to 1600MHz when you don't.
 
It get's even odder apparently, I've just changed the settings for balanced to exactly the same as my custom settings under high performance, and it will now allow speed step. Can anyone explain this? It was working fine before I swapped my mobo. :S
