B450 Gaming PRO Carbon AC

I'm having a hell of a time with my PC with B450 Gaming PRO Carbon AC. Well from what I understand it's not the motherboard because this has been tested by OCUK and also replaced with brand new one. First let me give you guys the hardware specs of my PC:
  • MSI B450 Gaming Pro Carbon AC motherboard
  • AMD Ryzen 5 3600 Six Core 4.2Ghz (Socket AM4)
  • 2x Corsair Vengeance 8GB 3200Mhz DDR4 Tune for AMD Ryzen
  • KFA2 GeForce RTX 2070 Super EX Gamer 8192MB GDDR6 PCI-Express Graphics Card
  • 960GB NVMe PCIe M.2 Solid State Drive
  • be-quiet! Pure Power 11 500W 8- Plus Gold Modular Power Supply
The PC was only a few months old and worked well for first few months. Then it I started experencing issues where it just wouldn't post. The PC will turn on but no signal to monitor and no power to USB mouse or keyboard. Randomly it would turn on if I removed a DIMM. Returned the motherboard to OCUK who replaced it but still the same problem. Made sure latest 7B85v1B firmware is on there using flashback feature but still same problem. Next I thought let me buy a cheap graphics card to test the graphics card. So i bought a nVidia NVS 310 which is a PCI_E 2.0 graphics card which i was told is only supported in PCI_E4 because its 2.0. So I removed the PCI_E1 card and the replacement temporary graphics card I had to remove the mounting metal bracket as it was for low profile PC. So I removed the bracket and installed it and still no signal. I removed the M.2 Shield completely and tried to startup but no luck. So I sent the memory back to OCUK and they tested it and said it was faulty and sent back a new set of memory. Now I installed the new memory and still no luck. And now i'm really frustrated.

I've highlighted all the connectors that ive connected on the motherboard in the illustration below. Have I missed something? I also thought maybe it's the screen but that is brand new LG and if it was the screen I should still get a light on my mouse and keyboard right. I've also attached a link to a video showing the startup with EZ_Debug lights. That's all that happens and it just stays like that forever. Any help will really be appreciated. Thank you.

Also, another thing i've just observed is that if I remove the ram and try and turn on the PC it gives me a solid light on the EZ Debug for the RAM. But if I remember the graphics card completely and start the PC shouldn't I be getting the same response on the EZ Debug for the VGA light? Because i'm getting no lights whatsoever on the EZ debug except the CPU light that comes on for a few seconds then turns off.

Also, ive been trying all the firmwares from 17 all the way to the version 1B latest one. One thing is that I am using the flashback feature to do these firmware upgrades but CPU and everything is on the motherboard ofcourse. But the MSI video tutorial shows a flashback being done with nothing except the power cables to the motherboard. Does this really make a difference?

Even though the video shows no components connected it will work fine with all of them fitted.

Could possibly be a faulty PSU, have you got access to another to test with?.

Ok so you saved me some time taking everything apart to try and do a flashback with nothing connected then.

I haven't tried another PSU no as I dont have access to one. Is there a way to test the PSU?

Also, is there a reason why when I remove the graphics card completely and power it on why does the VGA debug light not turn on
 
I removed everything from the board except the power connections and with a 1GB different USB did the flashback which took just under 4 minutes. put everything back with new thermal paste on CPU. inspected cpu pins and they all looked good. And still same problem. The debug lights make no sense at all. If I remove CPU the debug light tells me by lighting the CPU LED, if i then put CPU in and remove RAM, the debug light tells me by lighting the DDR LED. But if i removed the graphics card the thing doesnt light up to say there is NO VGA, even though the next LED in the sequence is related to VGA. So surely something is not right. It's not even looking for VGA or something
 
Have you tried the 2070 super in the lower slot?

Yes I tried that and no luck, just tried the Nvidia NVS 310 on the lower slot too and still nothing. The motherboard has been replaced, the DDR ram has been replaced with new ones. So it leaves me to thing either it's CPU, PSU or the 2070 Super. But I think the 2070 super will be at the bottom of the possibility list because i've tried the NVS 310 which was tested on another machine as working. I'm thinking maybe it's CPU because of the following theory I have: This CPU doesnt have a built in GPU right? so if I had a CPU that had a GPU it will somehow relate this information to the motherboard so that the video signal goes through to the motherboards display ports right? So for this CPU there is n GPU so technically the CPU needs to relate this info to the motherboard so that the motherboard uses and looks for the expansion slot graphics card. If CPU was faulty and didnt relate this information then motherboard may not look for graphics card and hence that may be the reason why the VGA light on the EZ Debug isnt coming on when i completely remove the graphics card. Any thoughts?

It just completely baffles me that if i remove the graphics card completely, the light that is supposed to tell me that it's missing isn't telling me it's missing instead it thinks it doesn't need to look for a graphics card.
 
Do you get the vga light if the 2070 super if fitted but not connected to the monitor?

Nope, no VGA light whatsoever. All debug lights are off.

Could it be your monitor or display cable?

Monitor is brand new, I able to get my chromecast and fire tv to work on the monitor. I also tried the PC with HDMI to my TV and still nothing. If it was monitor or display cable, the mouse and keyboard optical lights should power up shouldnt they? There is no power being sent to any USB port
