Backing up EVERYTHING

So I've got a fairly large desktop harddrive here and its time to format my computer and put a fresh installation of Windows 7.

Does anyone know a program that moves everything to a portable drive and then syncs it back in?

What do you mean moves everything?
Folders with user files, or the actual program files and windiws files also?

If the latter then movng all off and then back in will nit improve your hard drive at all?

You can only really backup the user folder, If you backup program files then they are likely to not work with a new installation and backing up the windows folder defeats the purpose of installing windows again.
