You should see an IPS then. I mean that looks fine. Bleed is a constant issue with IPS and to a lesser extent VA. There is no such thing as a perfect panel. Personally I prefer the better colour consistency of an IPS or VA to a TN even though there may be bleed. In fairness though a lot of people really hate bleed. I think more monitors are returned for bleed than anything else.

I would love to see that, on either of my IPS monitors. Both my Dell or BenQ would be shamed if I should take a photo of a blackened screen. Thankfully I do not see that in my typical use. But I much prefer an IPS screen, overall.

Sadly IPS, VA and TN panels all have their typical issues, just some are more of an issue than others.
You just have to pick the appropriate type for your needs, and then roll the dice to play the panel lottery game.

When I had a 3440x1440 34" Samsung VA screen mine showed something similar to yours OP.
But I ended up sending it back for other reasons.
 
I have the C27HG7 with a 1080 Ti, so Brightness is greyed out as Picture Mode is set to FPS. I see bleed like this when the source is turned off, but I do not notice it in Windows or games.
I never noticed it when I had my R9 290 last month either.
If you see it in game, then you may want to consider returning it, as it is just going to bother you as time goes by.

I've given up on the concept of a perfect panel. Until 120hz 4k OLED panels come out, we are stuck with these kind of pitfalls. Even with OLED, we will still have issues like PWM and image retention for the foreseeable future too...

Plenty of reports of dead pixels too on OLED TVs.
