Bad clocker?

Hi there guys I just purchased 2nd hand cpu and is working fine but I think it's a bad clocker. What do you guys think?
Cpu tested I7 4770k on z87gd 65 + h100i fans sp120 at 800rpm

Over clock setting
cpu ratio 39
blc 100
cpu voltage 1.17v
cpu input voltage 1.85
ram 1600mhz 1.5v CAS 9 9 9 24

I'm not entirely sure what I'm looking at as 39 is the default turbo multiplier. These chips originally topped out (according to reviews and comments) at 4.3 / 4.4GHz or so and the limiting factor was heat dissipation. Later batches may have improved. For comparison, I believe I have a good chip as I can do 4.5GHz (and that isnt the highest I can go before it hits the "gimme crazy volts" wall) at 1.2v with a h100i with similar temperatures.

No I haven't got any crashes and if I lower to 1.16v I do have.

What the hell they have done to these cpus, they run hot.
 
Run the fans maxed, instead of 800 RPM, to see what difference that makes to max temps.

Then use a monitoring program like HWiNFO64 (the Sensors screen) that can show you how much voltage the CPU (and Cache/Ring/Uncore) is actually using during RealBench, beyond the initial 1.17v.
 
800rpm is quite low from my previous experiences. Try 1300-1600 to see what that gives. Try the same as what was suggested above too but if noise is a great concern have a go with my range...
 
I replaced stock corsair fans with sp120 performance edition which are connected to aquaero 6 pro. I will check the paste tomorrow
 
Im not sure how temps compare as I got this cpu 2nd hand yesterday so I cant comment. This is my 2nd i7 4770k that I got, it will go into mini itx build. The first one that I got 2 years ago can do 4.5ghz at 1.271v with temps of around 75 to 80 celcius on hottest core under real bench 5 loops.

And this one seems to do poorly as it has 71 Celsius degree on hottest core at 3.9ghz @ 1.17v
 
Pervious owner might have just stressed the crap outta it. Never had any personal experience with that problem so someone else might be able to clarify if that's a possibility or not.
 
Maybe a later batch chip. Many of theese struggled above 4.3/.4ghz. Intel started binning then for devils canyon 4790k where 4.7ghz on 1.300v is pretty much average. Luck of the draw tbh.
 
So I guess I cant do anything. I don think cpu was stressed much even if it was under dark rock pro 3 so it was kept at decent temp (I think but you never know)
