Bad FPS Problems With Nvidia GTX 570, Could Be CPU?

Just wondering where you found out that the card only runs in X4 mode Orcvader, as I can't seem to find it on the manual.

His card is in the PCI-E x16 2 slot. This slot runs at x4.

? No but for a lower end card such as a 570 it would need the x16 lane to keep above 30fps and a x4 570 would bottle it very low as far as I know.
I expect trying it in the X16 lane and seeing what performance gains come from that is the best step to take first, I'm sure it would give a good improvement

Why would the 570 bottleneck more than a 6990? The 6990 requires more bandwidth.

Ok, put it in the top slot, uninstalled and re downloaded the drivers, (301.42) fired up ARMA2, and still getting 10fps on stand still, and dropping below 5 when moving around (changed graphics from ultra to high didn't make a difference), this must be a CPU bottleneck problem then?
 
Install MSI Afterburner and Enable the On-Screen display.

Get a screen dump of the game with the overlay reporting VRAM Usage, Core % utilisation etc.

Let's work out for sure what GPU you are using while playing the game.

This was around 3seconds after playing ARMA2, I could not find the option to enable usage overlay, only temps. But this shows that it is in fact using the card.
 
This was me just rendering the menu of Dawn Of War 2, this is what no CPU bottleneck looks like (Ignore that glitchy 126% like lol)

It's just pretty consistent.
 
Looks like a CPU bottleneck tbh.
100% usage is a sham given it'd be all 4 cores going full whack, you're never going to get that in the majority of games, yet there could be a CPU bottleneck.
