Bad Performance in WoW using laptop no change on FPS from high settings 2 low.help

hI,jst reinstalled wow on my lappy and i cant get any kind of playable performace out of it. I have a Amilo D (fujutsu Siemens) radeon 9700 pentium 4 3.2ghz and a gig of ram...I cant get any performace gains if i drop everything 2 800/600 and all low settings? my ping is about 48ms. How can i bring up FPS in wow?? any help would be apreciated...holding of upgrade till vista.....Only game im playing till crysis atmm....Any new drivers or tips for improving performance.
