Bad temp??

I've just overclocked my E4400 to 3.0ghz on 1.375v, cant seem to get it stable any lower than 1.375v, though cpu-z only reads 1.296v

i'm using a thermalright 120 Ultra with a normal 120mm fan on it.

temps are kinda bad at around 59-65C at load on prime95 v25.4

i've tested without the fan, and touching the heatsink during prime, and it only feels slightly warm at 75C as show on coretemp 0.95.4

So could it be a contact problem? i've heard that thermalright's mounting mechanism isnt any good, but there are ways to mod it to get better contact right?

also to note, i've lapped the base till its copper with a nice smooth reflection.
 
yup, there are fully tightened.

what kind of screws can i get?

btw what kind of temp should i be getting?
 
i've lapped the heatsink nicely, but lapping the IHS will not be one of the solution that i'm looking into, as i wont want to void the warranty just yet,(still quite a new chip though)

I remounted the heatsink again, and this time it seems to fit tightly. and temp does improve 1-2C,

what kind of temp should i be expecting, or it's just a hot chip that i have?

whats the highest safe temp that i can have for the chip?
