bandwidth management tool

Anyone point me in the right direction for a bandwidth management tool? This would probably have to be installed on two laptops and one desktop. Only if one is playing a game and another one loads up a web page this can mean the difference between life and death when you’re playing Counter Strike! So is their some software I can install that will stop the laptops from taking ALL the bandwidth and limit them to a lesser amount?

Any help would be great!
 
Most routers have a feature that allow you to set which device has priority. but this is only set for the physical PC, and it will mean that that certain PC will have priority over the other PC's all the time, even if its doing nothing.

i dont beleive there is a tool that allows you to limit a pc just whilst its doing one thing (like running a certain program)

your best bet is setting the PC's on your network to have a priority as ive said above, check out your routers manual or settings page to see if this is supported
 
Do you want this to all be automated and seamless?

Netlimiter should be able to do what you want but you'll have to set the limits manually on applications as and when you need them limiting.

CFosSpeed may also be able to do what you want but I've never actually used it.
