Bandwidth Monitoring software

Well we have an office out in iom, and they seem to be having problems with there bandwidth and have been asked to find a bit of software that we can install on a laptop to see what kinda speeds they are getting, i have test it with online websites but they are not that great due to most of them are saying 256k download speed when the router says 2mb

not quite what you're after but you can use l8nc.com to monitor your external IP, this can actually give a very good idea on what's going wrong, like packet loss and disconnects which might result in the slow speeds.

If the router supports SNMP, have a look at PRTG, it's a doddle to set-up:
