Windows 10 - especially if its recently done the AU update and some of the bigger 1607 updates (including some apps) can easily use that and can be a bit difficult to manage - infact for some things it will even ignore the metered setting on connections you can set to metered. Very very bad IMO way past time MS put back in proper ability to manage updates and bandwidth usage.
