Bandwidth throttling for IPCop 1.4.18

Hey guys,
We need to aquire some form of bandwidth throttling tool for our Ip Cop v 1.4.18. The reason for this being some of our house members do not appreciate the fact that we do infact share a connection. Therefore we need something that we can use to limit upload speed, download speed and active maximum connections per IP or MAC address. Any suggestions would be much appreciated.

There are a couple of mods for IpCop which allow this but they have to be compiled with the kernel as far as I can see.....There are also some mods that basically block everything when installed and you have to set services manually....massive ball-ache but could be well worth it in the end.
