if buying second hand
cpu- q6600 or any decent clocking core 2 duo
gpu- 8800gt/4850/4870/4890/gtx260
mb- p35 board or p45 board
ram-any decent branded 2x2gb set

All comes down to budget I suppose and what use it gets as in waynes post below that may be good enough.
Best bang for buck will be got from the members market.

One thing to mull over is do you wanna buy:

  • Dual-Channel DDR2
  • Dual-Channel DDR3
 
For the proccy, the best bang for the buck would be the X4 620 which retails ~65 and performs as good as the high end proccys.

For the graphics card, if you are planning for a <22" display, then there is nothing better than the 4850 which is so damn cheap. 4870 is also well priced. Avoid the 5xxx series till Fermi arrives.
 
Really depends on how much bang for buck your looking for really and what your brother will use the system for.
 
what makes the athlon ii x2 240/245 a better deal than a e5300? on ocuk they're both ~£50 atm. I thought established wisdom was that the c2d architecture was better?

will the 240/245 outclock the e5300? which one would be better at stock? clock for clock?
 
overclocked E5300 @ 3.2Ghz build a shave under £200 that is a bargin. throw a grahpics card in it and it can game and i tell you very well.
 
I'd have to agree with Wayne, AMD chips are definitely the best bang for your buck.

I'm actually considering grabbing one of these new 45nm 5000+ X2's for my old Athlon rig, as I've seen a few threads now where guys have managed to unlock the other 2 cores and 6MB of L3 Cache, £50 for a quad core chip is an amazing deal!!

And even if you end up with a chip that can't be unlocked, they will still be decent enough chips.
 
i went for the x2 5000 which i unlocked on the asus m4a785d-m mb. made it a phenom II X3 550, clocked at 3ghz. for £103 not a bad upgrade.
