Bare bones streaming PC

Hey guys, I'm looking for a good build for a PC that will ONLY be used for streaming at 720p and 1080p so obviously, something with a good CPU.

I'de like to keep a tight budget of about £350-£400 if possible, but if reccomended I would be willing to increase it.
