Depends how much you want to overclock and how much you want to spend.

If I had a spare £120 i'd buy the following

Gigabyte GA-P35-DS3L Intel P35 (Socket 775) PCI-Express DDR2 Motherboard
£54.99 (£64.61)
Intel Core 2 Duo E2180 "LGA775 Conroe" 2.00GHz (800FSB)
£43.99 (£51.69)

Sub Total : £98.98
VAT is being charged at 17.5% VAT : £18.77
Total : £126.00

Should see you at 3GHz which will run most things well, good for the next 6 months imo and then with that motherboard you could always upgrade to Quad or a better Core 2 later on :)
 
If he's moving from 939 then he'll need DDR2 RAM as well which increase price (though remarkably little given how cheap RAM is nowadays)

I'm in the same situation and am thinking along the same lines .... had vague thoughts as whether staying AMD and getting 5000 Black Edition would be better but think returning to/from (delete as appropriate) the dark side is the way to go at the moment.
 
Another point ... are the coolers that comes with the the E2xxx core2's good (especially are they noisy) or are there cheap (i.e. around £15) alternatives that are better/quieter etc
 
The stock Intel cooler isn't too bad I believe but not the quietest around by a long shot. For about £15 you'll struggle to do better than the Arctic Freezer 7 Pro and it comes with MX-2 paste pre-applied.
