Hi guys,

Would a (stable) CPU @ 4GHz - 1.35v generate the same amount of heat as the same chip @ 3GHZ - 1.35v?

Does increasing the chip speed itself generate more heat?

A little bit, the chip works harder and pulls in more watts.

As above. Clock speed and volts play equal parts in heat.
