Batch Image Resize, keeps aspect radio, but pads image so is always 140x150. Ideas?

Can anyone help me out with this one? Really need some software to tell a client to buy.

As per title, I need some image resizing software that resizes images into a 140x150 rectangle, maintaining the images aspect ratio and padding out to that size with white space.

The software can't be stupidly expensive (e.g. Photoshop). I can't find any decent software for this!

This can easily be done with Imagemagicks convert tool
convert filename -resize 140x150 -mavity center -extent 140x150 newfilename
-background will change the background colour and there's all sorts of other things that you can do.

I think command prompt is a bit beyond him unfortunately It's OK though, he's paid us to develop a web-based thing for it!
