Battery/Charger problem

Hello, I have just bought a refurbished Acer E1-531 laptop, everything was fine until i plugged it in.
It charges normally until it gets to around 90%, then it starts to toggle between charging/unplugged every 10 seconds. Battery holds charge with no problems, but this is very annoying.
Any ideas if this is a battery problem, or the charger?
Im trying to avoid having to send the laptop back, but maybe i need to? :(

Check the software on the laptop to see if it has battery endurance software. Some laptops have software that reduces and holds the charge of the battery to 60-90% as it is generally believed using a laptop with a continously charging battery reduces the lifespan of said battery.

Another thing you can try is run something like Prime or some other benchmark and let it flatten the battery completely. Then charge it up and see what happens. (turn off sleep and hiberante in Power Options in Control panel)
