This is not exactly correct. Depends on the OS and usage of PAE etc etc.
BF3 will run fine on a 32Bit OS. Infact I would be surprised if you saw much of a performance difference between a 32Bit and 64Bit version of Windows 7. 64Bit will not make it "look better".
Theoretically (although extremely unlikely) the game might have a 64bit executable and be able to make practical use of more than 2GB, allowing for larger texture sizes etc. Of course, in the majority of cases people would be VRAM limited anyway.
I wouldn't expect much real world difference between 32bit and 64bit versions of the game.
