Battlefield 3 V-Sync

So just a general question about the Adaptive V-Sync in BF3.

In the BF3 Video Settings there is an option to enable V-Sync.
Firstly, is this Adaptive V-Sync? (I think the adaptive means that it turns off under 60Fps to stop Tearing?)

And will the V-Sync in the BF3 settings turn it on for every game (like adjusting it in NVidia control panel) or just BF3?

Just wondering for a build I'm doing. (With a GTX 670)
