Summary:

+ Runs slightly quieter, a few degrees colder and has an easier installation process than the Dark Rock Pro 3.

- Potential RAM compatibility issues with taller modules, like the Pro 3.

The Noctua NH-D15 does still slightly outperform the Dark Rock Pro 4 in outright cooling performance. But, be quiet! has made some welcome improvements here over the Pro 3, and offers a (subjectively) better looking cooler than the Noctua at a lower price.

Yes, it is slightly quieter than the NH-D15 with fans at 100%:

Although, be quiet! uses a 135mm/120mm fan combo in the Pro 4, compared to dual 140mm fans in the NH-D15. I suspect the Pro 4 would be even quieter with 2x135mm fans, as they spin slower.
