Bear minimum CPU/GPU for HD video

The sister is looking for a new laptop to replace a ~5 year old one.

This laptop will be used for MS Office, web browsing and HD movies. The idea is to get a fairly cheap one, she has the the idea it will cost her around £500, which I thought was alright.

I didn't want to go ahead and tell her to buy the first £300 laptop I found in case it wasn't able to do the HD video she's after and I have no idea what the minimum will be to be able to play HD video.

Any assistance is appreciated.

Just trying to gauge the bare minimum (for my own interest.) I won't be recommending the bear minimum though.
