Been capped?

How do i check to see if my internet has been capped?

My internets suppose to be 10mb with unlimited downloads (ADSL) , but only downloadin at 50-60 kbs

so is there anyway of checkin this?

we've been with them for bout 5 years now, but the last couple of months it'll jus download of speeds of upto 50-60lbs whilst takin up all the bandwith, Some times it'll be fine but am i right in thinking of been capped?
