EDIT: SOLVED - It was the RAM.
My brother prayed to the overclocking lords, please answer!
My brother's computer is dead - we can't seem to find the exact problem.
The BIOS repeatedly beeps short beeps. All the fans spin, the lights come on but there's no picture. The motherboard manual indicates this is a power problem but we've tried several PSUs and the problem still occurs.

We also set up my brother's old P4 computer which works fine until he put the HD5750 into it. The situation then continues as before but without the beeping.
Although that seems to imply the HD5750 is to blame, it can't be that simple considering we've removed it from the new computer and the problem still occurs.
The motherboard is a GIGABYTE GA-G31M-ES2L LGA 775 Intel G31 Micro ATX Intel Motherboard.
Does anybody have any idea what the problem may be? And also if possible, does anybody know how to test a motherboard/graphics card without just trying them in different systems?

- Removed the graphics card (HD5750)
- Tried a different graphics card
- Removed the RAM
- Used one memory module in one slot
- Reset the CMOS
- Tried a different PSU
