AFAIK - Yup - because of the import tax applied to monitors specifically with DVI inputs manufactured outside the EU (and then imported in to the EU), Belinea opted to release the same model without a DVI input to keep the overall price of the unit down. So you pay less for not having the DVI input and less because there's no import tax.
Now, was that decision made by Belinea because they wanted to provide an affordable version of their product for the benefit of the consumer or because they were just worried about the profits?? Either way, it's a worthy purchase if you're not worried about the extra input.
Whether it's worth it or not depends on your requirements and expectations. A DVI input will generally provide a better image quality as there is no digital-analogue and then analogue-digital conversion occuring. It's a straight throughput of a digital signal from your graphics card - so no signal degredation. Colours tend to appear more vivid and brightness tends to be better balanced.
Also, if like me you have an xbox360, it's useful to have the second input to save changing cables over - PC to DVI and x360 to VGA. Can switch between the two easily and allows me to play on the x360 while stuff is downloading on the PC.
I guess it comes down to how happy you are with a standard VGA input from your PC. If you use VGA now and have a TFT screen already, it's unlikely you will notice any major differences. However, having used DVI for my PC since I built it, I wouldn't go back to VGA. But it's a personal choice.
