Best 9cm down blowing cpu cooler??

Hi, advice needed!
I want to overclock a E6400 to around 3GHz, using a down blowing fan no bigger than 9cm. I was thinking of the Samurai Z but someone told me it might not be good enough.

Is there anything else out there that will do the job better?
