Best bang for buck advice please

My friends son is saving for a gaming pc he plays games like World of Tanks and Does play Call of Duty etc as well.
He hasnt got anything at all for it so he's gonna need a monitor,os etc.
There isnt a budget as such but he's only a young lad so basically he needs something as cheap as possible but will mean he can play at a decent level.

I know its a tough ask but if anyone can help it would be most appreciated.
