Best bang for buck i7 system

OK, my old PC has just died on me, think its the motherboard, and my gfx card half died a few weeks ago. So been using a Radeon 8500 lol since then.

Anyway I need a new PC, I have not kept up with current systems, and i7 seems to be the one to go for now.

I need new stuff of the following:

Mobo
CPU
Memory
Graphics card
LCD Screen ~24"

I possibly need a new PSU, current one is a Enermax 300 or 350W, which I bought in 1998 lol.
I would prefer everything to be energy efficient, and quiet. So what's best bang for buck currently?
 
mobo: you have 2 choices on level to go in at, either the budget end gigabyte ud3r / asus p6t se or mid-high end gigabyte ud5 / asus p6t deluxe v2 - all here
cpu you want a D0 920 and aftermarket cooler such as noctua (very good and very quiet)
memory 6 gig of 14400 stuff really, so as not to limit CPU OC, anything should do
gfx card well youve got ATI or NVidia, both equal depends what you prefer, either a 4890 or 275 for your bang for buck requirements, brands dont really matter
screen wise the samsung 24" is meant to be good
Oh and PSU you do need new one, if you think you might add 2nd gfx card later go around 750W mark, if youre just gonna stick to one, 600W, decent makes are BeQuiet, Corsair, Zalman, PC Power &Cooling, Coolermaster - pretty much in that order too

Thank you very much for your reply. It will make it so much easier to configure a new system now :) Going to have a read now, and might come back with some questions.
