ImageMagick is the most flexible batch tool... as long as you're willing to put the effort into writing scripts as it's just a set of command line tools, otherwise Irfanview is pretty good too.

VSO image resizer; embeds itself into windows seamlessly and available on right click. has options to batch watermark, border, etc...
