For that exact budget, your best bet is either:

New: ATI- 4830, 4770 or 4850 (if you can find one for that price) Nvidia - 9800GT.

2nd Hand: ATI - 4850 or 4870 (if you can find one for this price) Nvidia - 8800 GT/GTX/GTS 512MB, 9800 GTX(+) or GTS 250.

Ideally, increase your budget a little and get a new 4850, a GTS 250 or even a 4870.

Horses for courses I guess. In my eyes, this card looks very nice and is just a touch over budget, and if he could stretch to this card it would be well worth it.

Likes them very much, he likes "stock coolers"

He wants to stick to £70 he says, XFX style cards like the 4870 range covers?

I'd go for this personally, same price but 1024mb instead of 512mb.
