Best case fan for use with fan controller?

I was wondering what people have found to be the best fans when used with a fan controller. I'd like the quietest fans possible whilst still pushing a decent amount of air.

Does anyone have any experience with this fan when used with a fan controller?

I'm using three of those fans on my radiator at the moment.

When turned down low they're very quite and still shift some air but they're very noisy when turned up maximum. At maximum it's like a tornado going on, my temps dropped 3c on load compared to my old Redwings.

I would reccomend sharkoon silent eagles (if you can source them) brilliant fans, ive used them as cpu fans and case fans, the 2000 rpm models are a bit loud at max, but they shift a lot of air, + they look great, unlike noctuas.
