I have a bequiet Silent Base 600 case. The fans that were pre installed are pure wings 2 and they sounded awful. I swapped them out for £5 Arctic fans.

Anyway I want to buy a case which already have decent sounding fans preinstalled into it. I prefer more higher frequency sounds over a low hum. Watching videos of corsair cases they seem to sound better.

My take on this:

A lot of case manufacturers don't tend to prioritise pc case or fan silence these days, its all about airflow & RGB :p BeQuiet is one of the few exceptions. The pure wings 2 as stated on their website are 'entry level' Those are obviously included with the case to keep the cost down otherwise it would effect sales of said case. Nearly everyone would be happy with that but very few like yourself are sensitive to fan noise (I am too)

My advice to you is look at reviews of quiet case fans & buy one to try it out. Artic are best for price/silence IMO & You've done that, but everyone has their choice of faves, bear in mind you could compromise on airflow to keep your hardware cool, which may lead to hardware issues later on.

I'd also look at buying PWM fans to control their speed in the bios or with speedfan software, also look at case noise dampening kits as well.

A few years ago Antec was a very good choice for silent PC cases, they do make a couple with silent in their name. No idea of what they are like. Silent PC cases are considered ' a niche sector' in the market these days.

Thank you. The Be Quiet Silent Wings 2 are the quietest in my opinion but I have the ones at lower rpms, although They are near completely silent. I found that Noctua fans have an annoying low hum (like you said I am sensitive to noise).

Having said this I think I will just buy a case based on good airflow and size and if the fans are ***p then I will change them out for Arctics again as silent wings 2 are expensive.
