best cooler for i5

what is the best cooler out atm for about 60pounds including fans if needed?
i was looking to get a Prolima Megahalems from another retailer who sells it with a 1156 backplate but it over 50 on its own but on here there is a noctua 1156 ready for 60 with two fans which id best ro is there something else i should be lookin at?
